Dear Subbu ji
Thank you for the original grammatical rules endorsing the bhAShya phrase
"Chandasi aniyamAt" from Siddhanta kaumudi indicating that Chandasi bahulam
vyatyayaH - many transmutations (in tense, mood etc.) are possible in
parsing the vedic Chandas.

And as Venkat ji said, I noted that, in non-vedic contexts, vyAkaraNa is
both prescriptive and descriptive. But in vedic mImAmsA, it is only
descriptive and grammer does not dictate how vedic mantras are
presented/existent. Not the least because Vedas are nitya while vyAkaraNa
is chronologically antecedent to the Vedas.

Regarding -

*काल*हलच्स्वरकर्तृयङां
What are the other vyatyayAH like hala, svara, kartR etc., mentioned?

hala = consonant changes?
svara = changes in intonation?
kartR and yaG are not clear.

In case this meaning is available, kindly share it.
