The topic in the Brahma sutra bhashya you have cited is about dhyānam,
meditation.The rules for that are specified there as being seated, etc..
The seat also is specified in the Bh.Gita.  The Gayatri japa is not
necessarily dhyānam.  Hence it can be done in the standing posture, which
is for a few minutes and not even an hour. If the person's japa becomes
very mature so as to dovetail into dhyanam, then the sitting posture is to
be adopted.
