The whole argument is bogus on both sides. The person claiming that 
Blasphemy is not a Hindu concept because "it doesn't appear in the Vedas" 
is wrong. Dharma is determined from Shruti yes, but also Smrti and 
Shishtachara.  There is plenty of evidence to show that Hindus have not 
reacted with complacency to devaninda.

But quoting r^igveda is not correct either.  The methods of Vedic 
interpretion were developed by the pUrva mImAMsakas but advaitins accept 
it atleast vis-a-vis the karmakANDa. The hallmark of a vidhi (commandment) 
or nisSedha (prohibition) is that it should be expressed in the 
grammatical tense li~ng.  Such statements are mainly found in the brAhmaNa 
portions not the saMhitA and certainly not here.
