नियोग​ is कलिवर्ज्य​ . Adoption is good option.  

Though, surrogacy is not mentioned in dharma shastra, but, the 
parents can have a feeling of 'their own sibling' owing to artificial insemination.  

But, there are legal issues associated with it.
