Yes. The bhAShya clarifies that. kAla = samvatsara is prajApati since
samvatsara is caused by prajApati. The Anandagiri gloss to delves on this
point. This sounds very similar to the other mantra referred by Sri
Anandagiri in mAndukya bhashya which I cited.
