I have never heard of a quote in that way, but try these:

वेदोऽखिलो धर्ममूलं स्मृतिशीले च तद्विदाम् ।
आचारश्चैव साधूनामात्मनस्तुष्टिरेव च (आत्मनो रुचिरेव च) ।। (मनुस्मृति २.६)

वेदप्रणिहितो धर्मो ह्यधर्मस्तद्विपर्ययः । (भागवत पुराण ६.१.४०)

वेदो धर्ममूलम् । तद्विदां च स्मृतिशीले । (गौतम धर्मसूत्र १-२)
