Freedom to join the tantric rights were given to single lady only after she passed her child-bearing age, for the obvious reason. Nobody wanted a single mother in the olden days.

I read it in another place though I am not able to give reference right now.
There is no reference to gandhrva vivaha here. It is plain sexual freedom
for women
sanctioned by tradition and husband.
