This verse is similar to the assurance Krishna gives in 18.66 Gita.
Exactly. Note that it is "understanding" which causes "coming." Also
note the text doesn't say "constantly devoted" it says "satata yuktanam"
i.e. "constantly _joined_" This is why it is important to learn sanskrit
rather than rely on someone elses say-so.

By whom? There is a popular saying quoted by Bhaskara Raya "kalau
chandivinayakau" which suggests that in Kaliyuga worship of Mataji and
Ganesh Bhagavan is the means of moksha.

TRANSLATION
Whatever result was obtained in Satya-yuga by meditating on Visnu, in Tretâ-yuga by performing sacrifices, and in Dvâpara-yuga by serving the Lord's lotus feet can be obtained in Kali-yuga simply by chanting the Hare Krsna mahâ-mantra.

Neither the Bhagavata Purana or any other shastra that explains the
nine-fold path of bhakti gives a special priority to namasankirtana.
